י"ט:א׳ וַ֠יָּבֹאוּ שְׁנֵ֨י הַמַּלְאָכִ֤ים סְדֹ֙מָה֙ בָּעֶ֔רֶב וְל֖וֹט יֹשֵׁ֣ב בְּשַֽׁעַר־סְדֹ֑ם וַיַּרְא־לוֹט֙ וַיָּ֣קָם לִקְרָאתָ֔ם וַיִּשְׁתַּ֥חוּ אַפַּ֖יִם אָֽרְצָה׃
19:1 The two angels arrived in Sodom in the evening, as Lot was sitting in the gate of Sodom. When Lot saw them, he rose to greet them and, bowing low with his face to the ground,
19:1 And the two angels came to Sodom at even; and Lot sat in the gate of Sodom; and Lot saw them, and rose up to meet them; and he fell down on his face to the earth;
י"ט:א׳ וְעַלּוּ תְּרֵין מַלְאָכַיָּא לִסְדוֹם בְּרַמְשָׁא וְלוֹט יָתֵב בְּתַרְעָא (נ"י בִּתְרַע) דִסְדוֹם וַחֲזָא לוֹט וְקָם לְקַדָּמוּתְהוֹן וּסְגִיד עַל אַפּוֹהִי עַל אַרְעָא:
י"ט:א׳ אור החיים
1וַיָּבֹאוּ וְגוֹ׳ בָּעֶרֶב. טַעַם הַדָּבָר לִמְצֹא הֲכָנָה לְלוֹט לְהַכְנִיסָם וְלִזְכּוֹת בְּהַצָּלָתוֹ, וַהֲגַם שֶׁאָמְרוּ (בראשית רבה נ:יא) כִּי בִּזְכוּת אַבְרָהָם נִצּוֹל, אֲבָל צָרִיךְ לִמְצֹא לוֹ זְכוּת כָּל שֶׁהוּא, וְאִם הָיוּ בָּאִים בַּיּוֹם אֶפְשָׁר שֶׁלֹּא הָיוּ מַנִּיחִים אוֹתוֹ בְּנֵי הָעִיר לְהַכְנִיסָם כָּל עִקָּר:
ויבאו…בערב. They arrived in the evening. The reason for this whole story of the angels being hosted by Lot was to afford Lot the opportunity to justify his being saved. Although Bereshit Rabbah 50,11 attributes Lot's escape to Abraham's merit, we still need to find some redeeming feature in Lot's conduct to understand the efforts made by G'd to save him. Had the angels arrived at Sodom in daylight Lot would have lacked the moral courage to offer them hospitality even by devious means.
2וַיַּרְא לוֹט (וַיָּרָץ) [וַיָּקָם] וְגוֹ׳. פֵּרוּשׁ: הִכִּיר בָּהֶם כִּי הֵם מֵהַמּוּכָּרִים אֶצְלוֹ לִמְשָׁרְתֵי עֶלְיוֹן בִּהְיוֹתוֹ בִּשְׁכוּנַת אַבְרָהָם, וְהוּא אָמְרוֹ וַיַּרְא, וְלָזֶה מָסַר נַפְשׁוֹ עֲלֵיהֶם עִם בְּנֵי הָעִיר (וַיָּרָץ) [וַיָּקָם] לִקְרָאתָם. וְאָמְרוֹ לָהֶם וְרַחֲצוּ רַגְלֵיכֶם כִּי כֵן הָיָה מִנְהַג אַבְרָהָם עִם אוֹרְחָיו וְהָלַךְ לְרַגְלָיו. וְנִכְתַּב בַּתּוֹרָה לְהוֹדִיעֵנוּ הֶפְרֵשׁ שֶׁבֵּין אַבְרָהָם לְלוֹט, כְּאָמְרָם זִכְרוֹנָם לִבְרָכָה (בראשית רבה נ:ד) זֶה הִקְדִּים רְחִיצָה וְזֶה הִקְדִּים לִינָה קוֹדֶם רְחִיצָה, כִּי לֹא הָיָה מַקְפִּיד עַל כְּנִיסָתָם בְּבֵיתוֹ עֲבוֹדָה זָרָה מַה שֶׁאֵין כֵּן אַבְרָהָם וְגוֹ׳:
וירא לוט ויקם לקראתם. Lot saw and rose to meet them. This means that Lot recognised that these people were of the type familiar to him as ministering angels of the Lord when he still travelled with Abraham. Because Lot realised this he was prepared to take risks for their sake against the inhabitants of his town. He told them to wash their feet, a custom he had learned from the way Abraham conducted himself with his guests. The Torah reports the details to show the difference between Abraham and Lot. Abraham commenced with his guests washing their feet, Lot suggested they sleep first. Lot did not mind if people who were idolators entered his home without first removing the traces of idolatry, something that Abraham was very particular about.
י"ט:ב׳ וַיֹּ֜אמֶר הִנֶּ֣ה נָּא־אֲדֹנַ֗י ס֣וּרוּ נָ֠א אֶל־בֵּ֨ית עַבְדְּכֶ֤ם וְלִ֙ינוּ֙ וְרַחֲצ֣וּ רַגְלֵיכֶ֔ם וְהִשְׁכַּמְתֶּ֖ם וַהֲלַכְתֶּ֣ם לְדַרְכְּכֶ֑ם וַיֹּאמְר֣וּ לֹּ֔א כִּ֥י בָרְח֖וֹב נָלִֽין׃
19:2 he said, “Please, my lords, turn aside to your servant’s house to spend the night, and bathe your feet; then you may be on your way early.” But they said, “No, we will spend the night in the square.”
19:2 and he said: ‘Behold now, my lords, turn aside, I pray you, into your servant’s house, and tarry all night, and wash your feet, and ye shall rise up early, and go on your way.’ And they said: ‘Nay; but we will abide in the broad place all night.’
י"ט:ב׳ וַאֲמַר בְּבָעוּ כְעַן רִבּוֹנַי זוּרוּ כְעַן לְבֵית עַבְדְּכוֹן וּבִיתוּ וְאַסְחוֹ רַגְלֵיכוֹן וּתְקַדְּמוּן וּתְהָכוּן לְאָרְחֲכוֹן וַאֲמָרוּ לָא אֶלָּהֵן בִּרְחוֹבָא נְבִית:
י"ט:ב׳ אור החיים
1וְהִשְׁכַּמְתֶּם וְגוֹ׳. רָמַז לָהֶם שֶׁצְּרִיכִין לְהִתְעַלֵּם מֵאַנְשֵׁי הָעִיר וּלְהַשְׁכִּים בַּבֹּקֶר לָלֶכֶת, כִּי חָשׁ עַל כְּבוֹדָם שֶׁלֹּא יֵדְעוּ מֵהֶם וְיִהְיֶה מַה שֶׁהָיָה.
והשכמתם והלכתם לדרככם, "and rise early and be on your way." Lot hinted to the angels that they had to hide from the local population because he was afraid that something like what happened might indeed occur, i.e. that his guests would be molested.
י"ט:ג׳ וַיִּפְצַר־בָּ֣ם מְאֹ֔ד וַיָּסֻ֣רוּ אֵלָ֔יו וַיָּבֹ֖אוּ אֶל־בֵּית֑וֹ וַיַּ֤עַשׂ לָהֶם֙ מִשְׁתֶּ֔ה וּמַצּ֥וֹת אָפָ֖ה וַיֹּאכֵֽלוּ׃
19:3 But he urged them strongly, so they turned his way and entered his house. He prepared a feast for them and baked unleavened bread, and they ate.
19:3 And he urged them greatly; and they turned in unto him, and entered into his house; and he made them a feast, and did bake unleavened bread, and they did eat.
י"ט:ג׳ וְאַתְקֵף בְּהוֹן לַחֲדָא וְזָרוּ לְוָתֵיהּ וְעַלּוּ לְבֵיתֵיהּ וַעֲבַד לְהוֹן מִשְׁתְּיָא וּפַטִּיר אֲפָא לְהוֹן וַאֲכָלוּ:
י"ט:ג׳ אור החיים
1וַיַּעַשׂ לָהֶם מִשְׁתֶּה וּמַצּוֹת וְגוֹ׳. פֵּרוּשׁ כִּי הוּא עָשָׂה מִשְׁתֶּה לִכְבוֹדָם, אֲבָל הֵם לֹא אָכְלוּ אֶלָּא מֵהַמַּצּוֹת, כִּי לוֹט לֹא קִיֵּם הַתּוֹרָה כְּאַבְרָהָם, לָזֶה לֹא רָצוּ לֶאֱכֹל מִזִּבְחֵי מִשְׁתֵּהוּ כְּמוֹ שֶׁאָכְלוּ מִבֶּן הַבָּקָר אֲשֶׁר עָשָׂה אַבְרָהָם, זוּלַת מֵהַמַּצּוֹת. וְיוֹדְעִים הָיוּ הַמַּלְאָכִים שֶׁהוֹצִיא תְּרוּמוֹתָיו וּמַעַשְׂרוֹתָיו. אוֹ לֶהֱיוֹת שֶׁעֲדַיִן לֹא הָיוּ כֹּהֲנִים בָּעוֹלָם, נַעֲשׂוּ הֵם כֹּהֲנִים וְאָכְלוּ תְּרוּמָה אֲבָל לֹא טֶבֶל. וּלְפִי דִּבְרֵי חֲכָמֵינוּ זַ״ל (מדרש הגדול) יוֹם ט״ז בְּנִיסָן הָיָה וְהֶאֱכִילָם מַצּוֹת, וְלֶהֱיוֹת שֶׁצְּרִיכִין שְׁמִירָה הֻצְרַךְ לֶאֱפוֹתָם בְּיָדוֹ לְשָׁמְרָם, וְהוּא אָמְרוֹ וּמַצּוֹת אָפָה:
ויעש להם משתה. He prepared a feast for them. The correct meaning of the verse is that while Lot prepared a meal for them the angels ate only matzot. This was because Lot did not observe the commandments of the Torah as did Abraham. At Abraham's home the angels had no compunction about eating meat. The angels either knew that Lot had tithed the flour he used for baking the matzot, or they reasoned that in the absence of priests to give the tithe (תרומה) to, they assumed that function themselves and ate the part which could be considered terumah whereas they did not eat the regular matzah. According to our sages (Midrash Hagadol), the date was the 16th of Nissan and Lot had baked matzah in anticipation of the eventual Passover holiday some 400 years hence.
י"ט:ד׳ טֶרֶם֮ יִשְׁכָּבוּ֒ וְאַנְשֵׁ֨י הָעִ֜יר אַנְשֵׁ֤י סְדֹם֙ נָסַ֣בּוּ עַל־הַבַּ֔יִת מִנַּ֖עַר וְעַד־זָקֵ֑ן כָּל־הָעָ֖ם מִקָּצֶֽה׃
19:4 They had not yet lain down, when the townspeople, the men of Sodom, young and old—all the people to the last man—gathered about the house.
19:4 But before they lay down, the men of the city, even the men of Sodom, compassed the house round, both young and old, all the people from every quarter.
י"ט:ד׳ עַד לָא שְׁכִיבוּ וַאֲנָשֵׁי קַרְתָּא אֲנָשֵׁי סְדוֹם אַקִּיפוּ עַל בֵּיתָא מֵעוּלֵימָא וְעַד סָבָא כָּל עַמָּא מִסּוֹפֵיהּ:

1טֶרֶם יִשְׁכָּבוּ. וְלֹא אָמַר ״אַחַר אָכְלָם וְאַנְשֵׁי״ וְגוֹ׳, מַגִּיד שֶׁהָיָה דְּבָרִים בֵּינֵיהֶם בָּאֶמְצַע, וְהוּא אָמְרָם זִכְרוֹנָם לִבְרָכָה (בראשית רבה נ:ה) שֶׁהָיָה לוֹט מֵלִיץ טוֹב בְּעַד סְדוֹם. וְטַעַם שֶׁלֹּא הָפְכוּ סְדוֹם אָז תֵּכֶף וּמִיָּד, כְּבָר פֵּרַשְׁתִּי (בראשית יח:כא) כִּי הֵם עֲדַיִן עוֹדָם בְּסָפֵק הַצָּלָה, כְּאָמְרוֹ ״אֵרְדָה נָּא וְאֶרְאֶה״. וְכֵן גַּם כֵּן אָמְרוּ בַּמִּדְרָשׁ (בראשית רבה נ:ה) וְזֶה לְשׁוֹנָם: הָיָה לוֹט מְבַקֵּשׁ רַחֲמִים עַל סְדוֹם וְהָיוּ מְקַבְּלִים מִמֶּנּוּ, וְכֵיוָן שֶׁאָמְרוּ ״הוֹצִיאֵם וְגוֹ׳ וְנֵדְעָה״ וְגוֹ׳ אָמְרוּ לוֹ ״עוֹד״ וְגוֹ׳. עוֹד טַעַם שֶׁלֹּא הִשְׁחִיתוּ סְדוֹם בְּאוֹתָהּ שָׁעָה, שֶׁהִמְתִּינוּ עַד הַשְׁכָּמַת הַבֹּקֶר כְּדֵי שֶׁיִּהְיֶה זְמַן הַמְיֻחָד לְרַחֲמִים לְהַצִּיל אֶת לוֹט, מַה שֶׁאֵין כֵּן בַּלַּיְלָה שֶׁתִּגְבֹּרֶת הַדִּינִים לֹא יִמָּלֵט לוֹט. וְרַבּוֹתֵינוּ זִכְרוֹנָם לִבְרָכָה אָמְרוּ (בראשית רבה נ:ה) לְפִי שֶׁהָיוּ עוֹבְדִים לַחַמָּה וְלַלְּבָנָה, הִלְקוּ אוֹתָם לְעֵינֵי הַשֶּׁמֶשׁ וְהַיָּרֵחַ בְּיוֹם ט״ז בְּנִיסָן.
טרם ישכבו, Before they went to sleep. The Torah is careful not to write: "after they had eaten, etc." From this we learn that something transpired between Lot and the angels after the time they completed the meal and before their retiring for the night. Our sages in Bereshit Rabbah 50,5 mention that when questioned about the townspeople by the angels Lot said that whereas all over the world there are both good and wicked people in a town, in Sodom the people were mostly wicked. We have previously explained why the angels did not immediately destroy the town when they heard this. Besides, according to the Midrash, Lot asked them to spare the city and they accepted his plea. It was only after they were about to add further sins (verse 5) to their already full register that the angels told Lot to save himself and his relatives (verse 12) prior to their destroying the city. There was an additional reason why the angels did not immediately destroy the town. They waited till morning, a period when the attribute of Mercy is in the ascendancy; at that time they would succeed in saving Lot. They could not have done this during the night. Our sages add that since the Sodomites worshipped both sun and moon they were smitten at a time when the moon is full (middle of the month) and the sun shone, to show that neither force protected them.
י"ט:ה׳ וַיִּקְרְא֤וּ אֶל־לוֹט֙ וַיֹּ֣אמְרוּ ל֔וֹ אַיֵּ֧ה הָאֲנָשִׁ֛ים אֲשֶׁר־בָּ֥אוּ אֵלֶ֖יךָ הַלָּ֑יְלָה הוֹצִיאֵ֣ם אֵלֵ֔ינוּ וְנֵדְעָ֖ה אֹתָֽם׃
19:5 And they shouted to Lot and said to him, “Where are the men who came to you tonight? Bring them out to us, that we may be intimate with them.”
19:5 And they called unto Lot, and said unto him: ‘Where are the men that came in to thee this night? bring them out unto us, that we may know them.’
י"ט:ה׳ וּקְרוֹ לְלוֹט וַאֲמָרוּ לֵיהּ אָן גֻּבְרַיָּא דִּי אֲתוֹ לְוָתָךְ לֵילְיָא אַפֵּקִנּוּן לְוָתָנָא וְנִדַּע יָתְהוֹן:
י"ט:ו׳ וַיֵּצֵ֧א אֲלֵהֶ֛ם ל֖וֹט הַפֶּ֑תְחָה וְהַדֶּ֖לֶת סָגַ֥ר אַחֲרָֽיו׃
19:6 So Lot went out to them to the entrance, shut the door behind him,
19:6 And Lot went out unto them to the door, and shut the door after him.
י"ט:ו׳ וּנְפַק לְוָתְהוֹן לוֹט לְתַרְעָא וְדָשָׁא אֲחַד בַּתְרוֹהִי:
י"ט:ז׳ וַיֹּאמַ֑ר אַל־נָ֥א אַחַ֖י תָּרֵֽעוּ׃
19:7 and said, “I beg you, my friends, do not commit such a wrong.
19:7 And he said: ‘I pray you, my brethren, do not so wickedly.
י"ט:ז׳ וַאֲמַר בְּבָעוּ כְעַן אַחַי לָא תַבְאִישׁוּן:
י"ט:ח׳ הִנֵּה־נָ֨א לִ֜י שְׁתֵּ֣י בָנ֗וֹת אֲשֶׁ֤ר לֹֽא־יָדְעוּ֙ אִ֔ישׁ אוֹצִֽיאָה־נָּ֤א אֶתְהֶן֙ אֲלֵיכֶ֔ם וַעֲשׂ֣וּ לָהֶ֔ן כַּטּ֖וֹב בְּעֵינֵיכֶ֑ם רַ֠ק לָֽאֲנָשִׁ֤ים הָאֵל֙ אַל־תַּעֲשׂ֣וּ דָבָ֔ר כִּֽי־עַל־כֵּ֥ן בָּ֖אוּ בְּצֵ֥ל קֹרָתִֽי׃
19:8 Look, I have two daughters who have not known a man. Let me bring them out to you, and you may do to them as you please; but do not do anything to these men, since they have come under the shelter of my roof.”
19:8 Behold now, I have two daughters that have not known man; let me, I pray you, bring them out unto you, and do ye to them as is good in your eyes; only unto these men do nothing; forasmuch as they are come under the shadow of my roof.’
י"ט:ח׳ הָא כְעַן לִי תַּרְתֵּין בְּנָן דִּי לָא יְדָעִנּוּן גְּבַר אַפֵּק כְּעַן יָתְהָן לְוָתְכוֹן וְעִיבִידוּ לְהֵן כִּדְתַקֵּן בְּעֵינֵיכוֹן לְחוֹד לְגֻבְרַיָּא הָאִלֵּין לָא תַעְבְּדוּן מִדַּעַם אֲרֵי עַל כֵּן עַלּוּ בִּטְלַל שֵׁרוּתִי:
י"ט:ט׳ וַיֹּאמְר֣וּ ׀ גֶּשׁ־הָ֗לְאָה וַיֹּֽאמְרוּ֙ הָאֶחָ֤ד בָּֽא־לָגוּר֙ וַיִּשְׁפֹּ֣ט שָׁפ֔וֹט עַתָּ֕ה נָרַ֥ע לְךָ֖ מֵהֶ֑ם וַיִּפְצְר֨וּ בָאִ֤ישׁ בְּלוֹט֙ מְאֹ֔ד וַֽיִּגְּשׁ֖וּ לִשְׁבֹּ֥ר הַדָּֽלֶת׃
19:9 But they said, “Stand back! The fellow,” they said, “came here as an alien, and already he acts the ruler! Now we will deal worse with you than with them.” And they pressed hard against the person of Lot, and moved forward to break the door.
19:9 And they said: ‘Stand back.’ And they said: ‘This one fellow came in to sojourn, and he will needs play the judge; now will we deal worse with thee, than with them.’ And they pressed sore upon the man, even Lot, and drew near to break the door.
י"ט:ט׳ וַאֲמָרוּ קְרֵב לְהַלָּא וַאֲמָרוּ חַד אֲתָא לְאִתּוֹתָבָא וְהָא דָיִין דִּינָא כְּעַן נַבְאֵשׁ לָךְ מִדִּילְהוֹן וּתְקִיפוּ בְגַבְרָא בְלוֹט לַחֲדָא וּקְרִיבוּ לְמִתְּבַר דָּשָׁא:
י"ט:י׳ וַיִּשְׁלְח֤וּ הָֽאֲנָשִׁים֙ אֶת־יָדָ֔ם וַיָּבִ֧יאוּ אֶת־ל֛וֹט אֲלֵיהֶ֖ם הַבָּ֑יְתָה וְאֶת־הַדֶּ֖לֶת סָגָֽרוּ׃
19:10 But the men stretched out their hands and pulled Lot into the house with them, and shut the door.
19:10 But the men put forth their hand, and brought Lot into the house to them, and the door they shut.
י"ט:י׳ וְאוֹשִׁיטוּ גֻבְרַיָּא יָת יְדֵיהוֹן וְאַיְתִיאוּ יָת לוֹט לְוָתְהוֹן לְבֵיתָא וְיָת דָּשָׁא אֲחָדוּ:
י"ט:י"א וְֽאֶת־הָאֲנָשִׁ֞ים אֲשֶׁר־פֶּ֣תַח הַבַּ֗יִת הִכּוּ֙ בַּסַּנְוֵרִ֔ים מִקָּטֹ֖ן וְעַד־גָּד֑וֹל וַיִּלְא֖וּ לִמְצֹ֥א הַפָּֽתַח׃
19:11 And the people who were at the entrance of the house, young and old, they struck with blinding light, so that they were helpless to find the entrance.
19:11 And they smote the men that were at the door of the house with blindness, both small and great; so that they wearied themselves to find the door.
י"ט:י"א וְיָת גֻּבְרַיָּא דִּי בִתְרַע בֵּיתָא מְחוֹ בְּשַׁבְרִירַיָּא מִזְּעֵירָא וְעַד רַבָּא וּלְאִיוּ לְאַשְׁכָּחָא תַרְעָא:
י"ט:י"ב וַיֹּאמְר֨וּ הָאֲנָשִׁ֜ים אֶל־ל֗וֹט עֹ֚ד מִֽי־לְךָ֣ פֹ֔ה חָתָן֙ וּבָנֶ֣יךָ וּבְנֹתֶ֔יךָ וְכֹ֥ל אֲשֶׁר־לְךָ֖ בָּעִ֑יר הוֹצֵ֖א מִן־הַמָּקֽוֹם׃
19:12 Then the men said to Lot, “Whom else have you here? Sons-in-law, your sons and daughters, or anyone else that you have in the city—bring them out of the place.
19:12 And the men said unto Lot: ‘Hast thou here any besides? son-in-law, and thy sons, and thy daughters, and whomsoever thou hast in the city; bring them out of the place;
י"ט:י"ב וַאֲמָרוּ גֻבְרַיָּא לְלוֹט עוֹד מָן לָךְ הָכָא חַתְנָא וּבְנָךְ וּבְנָתָךְ וְכֹל דִּי לָךְ בְּקַרְתָּא אַפֵּיק מִן אַתְרָא:
עוד מי לך פה. פְּשׁוּטוֹ שֶׁל מִקְרָא מִי יֵשׁ לְךָ עוֹד בָּעִיר הַזֹּאת חוּץ מֵאִשְׁתְּךָ וּבְנוֹתֶיךָ שֶׁבַּבַּיִת:
י"ט:י"ג כִּֽי־מַשְׁחִתִ֣ים אֲנַ֔חְנוּ אֶת־הַמָּק֖וֹם הַזֶּ֑ה כִּֽי־גָֽדְלָ֤ה צַעֲקָתָם֙ אֶת־פְּנֵ֣י יְהוָ֔ה וַיְשַׁלְּחֵ֥נוּ יְהוָ֖ה לְשַׁחֲתָֽהּ׃
19:13 For we are about to destroy this place; because the outcry against them before the LORD has become so great that the LORD has sent us to destroy it.”
19:13 for we will destroy this place, because the cry of them is waxed great before the LORD; and the LORD hath sent us to destroy it.’
י"ט:י"ג אֲרֵי מְחַבְּלִין אֲנַחְנָא יָת אַתְרָא הָדֵין אֲרֵי סְגִיאַת קְבִלְתְּהוֹן קֳדָם יְיָ וְשַׁלְחָנָא יְיָ לְחַבָּלוּתַהּ:

1כִּי מַשְׁחִיתִים וְגוֹ׳. הֲגַם שֶׁאֵין מַשְׁחִית אֶלָּא אֶחָד, לְצַד שֶׁהָיוּ שְׁנֵיהֶם יַחַד הָיוּ אוֹמְרִים לְשׁוֹן רַבִּים, שֶׁלֹּא יִהְיֶה נִרְאֶה כִּי מַה שֶׁלְּפָנָיו אֵינוֹ אֶלָּא שַׁמָּשׁ בְּעָלְמָא.
כי משחיתים אנחנו את המקום הזה. "For we are about to destroy this place." Although only one of them had been entrusted with that task, the angels used the plural seeing that they were both together. Otherwise the other angel would have appeared as if he was only an assistant.
2אוֹ אֶפְשָׁר שֶׁעַל גַּבְרִיאֵל הוּא אוֹמֵר הוּא וּצְבָאוֹ, אוֹ לְצַד שֶׁאֵין גַּבְרִיאֵל יָכוֹל לַעֲשׂוֹת דָּבָר עַד שֶׁיּוֹצִיא רְפָאֵל אֶת לוֹט, הֲרֵי שֶׁגַּם רְפָאֵל גּוֹרֵם רָעָה לִסְדוֹם וְאֵין בְּדָבָר זֶה שְׁתֵּי שְׁלִיחוּיוֹת.
Possibly, whenever the Torah speaks of the (avenging) angel Gabriel it is understood that the reference is not only to him personally, but includes his army. Alternatively, since Gabriel was not free to act until the angel Raphael had secured Lot's escape their activities were dependent on one another.

19:14 So Lot went out and spoke to his sons-in-law, who had married his daughters, and said, “Up, get out of this place, for the LORD is about to destroy the city.” But he seemed to his sons-in-law as one who jests.

י"ט:ט"ו וּכְמוֹ֙ הַשַּׁ֣חַר עָלָ֔ה וַיָּאִ֥יצוּ הַמַּלְאָכִ֖ים בְּל֣וֹט לֵאמֹ֑ר קוּם֩ קַ֨ח אֶֽת־אִשְׁתְּךָ֜ וְאֶת־שְׁתֵּ֤י בְנֹתֶ֙יךָ֙ הַנִּמְצָאֹ֔ת פֶּן־תִּסָּפֶ֖ה בַּעֲוֺ֥ן הָעִֽיר׃
19:15 As dawn broke, the angels urged Lot on, saying, “Up, take your wife and your two remaining daughters, lest you be swept away because of the iniquity of the city.”
19:15 And when the morning arose, then the angels hastened Lot, saying: ‘Arise, take thy wife, and thy two daughters that are here; lest thou be swept away in the iniquity of the city.’

הנמצאות. הַמְזֻמָּנוֹת לְךָ בַּבַּיִת לְהַצִּילָם. וּמִ"אַ יֵשׁ וְזֶה יִשּׁוּבוֹ שֶׁל מִקְרָא:

19:16 Still he delayed. So the men seized his hand, and the hands of his wife and his two daughters—in the LORD’s mercy on him—and brought him out and left him outside the city.

ויחזיקו האנשים בידו. The men took hold of his hand. Although only one of them was charged with saving Lot, the other one could not proceed with his task pending Lot's rescue. Perhaps we should see in Raphael the principal agent of Lot's rescue; in that case the fact that Gabriel assisted (by taking Lot by his hand) is not viewed as his performing an additional task. This is especially so because Gabriel helped Lot only in order to be able to carry out his assignment of destroying the city (seeing he did not have permission to do so while Lot was within its borders).
י"ט:י"ז וַיְהִי֩ כְהוֹצִיאָ֨ם אֹתָ֜ם הַח֗וּצָה וַיֹּ֙אמֶר֙ הִמָּלֵ֣ט עַל־נַפְשֶׁ֔ךָ אַל־תַּבִּ֣יט אַחֲרֶ֔יךָ וְאַֽל־תַּעֲמֹ֖ד בְּכָל־הַכִּכָּ֑ר הָהָ֥רָה הִמָּלֵ֖ט פֶּן־תִּסָּפֶֽה׃
19:17 When they had brought them outside, one said, “Flee for your life! Do not look behind you, nor stop anywhere in the Plain; flee to the hills, lest you be swept away.”
19:17 And it came to pass, when they had brought them forth abroad, that he said: ‘Escape for thy life; look not behind thee, neither stay thou in all the Plain; escape to the mountain, lest thou be swept away.’

1אַל תַּבִּיט אַחֲרֶיךָ וְגוֹ׳. הַטַּעַם לְצַד כִּי הַכָּרַת פְּנֵי הָאָדָם תַּעֲנֶה בּוֹ מַה פָּעַל, לָזֶה לֹא יַחְזִיר פָּנָיו לְמוּל הָעִיר, כִּי שָׁם הַמַּשְׁחִיתִים וְיַכִּירוּ בּוֹ סִימַן הַתִּיעוּב, וְאֵין לוֹ זְכוּת לְהִנָּצֵל מֵהֶם. וְצֵא וּלְמַד מַה עָלְתָה לְאִשְׁתּוֹ.
אל תביט אחריך, "do not look behind you!" The reason for this is simple. We believe that by looking at a person's face one (a צדיק) can detect whether he is good or evil. If Lot were to turn his face towards the city his sins would be reflected on his face and there would be no way he could have been spared.
י"ט:י"ח וַיֹּ֥אמֶר ל֖וֹט אֲלֵהֶ֑ם אַל־נָ֖א אֲדֹנָֽי׃
19:18 But Lot said to them, “Oh no, my lord!

י"ט:י"ט הִנֵּה־נָ֠א מָצָ֨א עַבְדְּךָ֣ חֵן֮ בְּעֵינֶיךָ֒ וַתַּגְדֵּ֣ל חַסְדְּךָ֗ אֲשֶׁ֤ר עָשִׂ֙יתָ֙ עִמָּדִ֔י לְהַחֲי֖וֹת אֶת־נַפְשִׁ֑י וְאָנֹכִ֗י לֹ֤א אוּכַל֙ לְהִמָּלֵ֣ט הָהָ֔רָה פֶּן־תִּדְבָּקַ֥נִי הָרָעָ֖ה וָמַֽתִּי׃
19:19 You have been so gracious to your servant, and have already shown me so much kindness in order to save my life; but I cannot flee to the hills, lest the disaster overtake me and I die.
19:19 behold now, thy servant hath found grace in thy sight, and thou hast magnified thy mercy, which thou hast shown unto me in saving my life; and I cannot escape to the mountain, lest the evil overtake me, and I die.
י"ט:י"ט הָא כְעַן אַשְׁכַּח עַבְדָךְ רַחֲמִין קֳדָמָךְ וְאַסְגֵּיתָא טֵיבוּתָךְ דִּי עֲבַדְתָּ עִמִּי לְקַיָּמָא יָת נַפְשִׁי וַאֲנָא לֵית אֲנָא יָכִיל לְאִשְׁתֵּזָבָא לְטוּרָא דִּילְמָא תְעַרְעִנַּנִי בִשְׁתָּא וְאֵימוּת:
י"ט:כ׳ הִנֵּה־נָ֠א הָעִ֨יר הַזֹּ֧את קְרֹבָ֛ה לָנ֥וּס שָׁ֖מָּה וְהִ֣יא מִצְעָ֑ר אִמָּלְטָ֨ה נָּ֜א שָׁ֗מָּה הֲלֹ֥א מִצְעָ֛ר הִ֖וא וּתְחִ֥י נַפְשִֽׁי׃
19:20 Look, that town there is near enough to flee to; it is such a little place! Let me flee there—it is such a little place—and let my life be saved.”
19:20 Behold now, this city is near to flee unto, and it is a little one; oh, let me escape thither—is it not a little one?—and my soul shall live.’

1הִנֵּה נָא הָעִיר הַזֹּאת. קָשֶׁה, מִמָּה נַפְשָׁךְ: אִם נִתְחַיְּבָה הָעִיר, מַה יוֹעִיל בַּקָּשָׁתוֹ מֵהֶם? וְעוֹד, רוֹאַנִי כִּי שָׁמְעוּ לְקוֹלוֹ וְאָמְרוּ נָשָׂאתִי פָנֶיךָ וְגוֹ׳, וְאִם לֹא נִתְחַיְּבָה, מִבְּלִי בַּקָּשָׁתוֹ שֶׁל לוֹט אֵין לָהֶם רְשׁוּת לְהַשְׁחִיתָהּ.
הנה העיד הזאת קרובה, "This town is nearby, etc." The verse is difficult. If the inhabitants of that town were guilty, what difference did it make that it was close by? Moreover, how could the angel say: "I have granted your wish?" Since when was it up to him? If the town was innocent, who had given the angel permission to destroy it even if Lot had not pleaded on its behalf?
2אָכֵן יִתְבָּאֵר הָעִנְיָן עַל דֶּרֶךְ אָמְרָם בְּמַסֶּכֶת שַׁבָּת (י.) יְשִׁיבָתָהּ שֶׁל צוֹעַר חֲמִשִּׁים וְאַחַת שָׁנָה וְשֶׁל סְדוֹם חֲמִשִּׁים וּשְׁתַּיִם וְכוּ׳ ע״כ. וּכְפִי זֶה דָּן לוֹט לִפְנֵיהֶם כִּי עֲדַיִן לֹא נִשְׁלְמָה סְאָתָהּ. וְהֵן אֱמֶת כִּי יִשְׁתַּנֶּה הַדִּין (בבא קמא ס.) בֵּין קוֹדֶם שֶׁנִּתַּן רְשׁוּת לַמְחַבֵּל לְאַחַר שֶׁנִּתַּן וְכוּ׳, שֶׁהֲגַם שֶׁעֲדַיִן לֹא נִשְׁלְמָה סְאָתָהּ אַף עַל פִּי כֵן כֵּיוָן שֶׁנִּתַּן רְשׁוּת לַמַּשְׁחִית אֵין לָהּ זְכוּת לְהִמָּלֵט מֵהַדִּין, וּכְפִי זֶה הַדָּבָר תָּלוּי בְּיַד הַמַּשְׁחִית, לָזֶה נִתְחַכֵּם לוֹט וְשָׁאַל הַדָּבָר מִמֶּנּוּ, וְקִבֵּל דְּבָרָיו וְאָמַר נָשָׂאתִי פָנֶיךָ וְגוֹ׳, וְתִמְצָא שֶׁתֵּכֶף הָלַךְ לוֹ לוֹט מִצּוֹעַר כִּי יָרֵא שֶׁהִגִּיעַ זְמַן תַּשְׁלוּם פּוּרְעָנוּתָהּ.
We must view the situation in light of the Talmud Shabbat 10 that Tzoar was only 51 years old, whereas the cities of Sodom and Gomorrah were founded 52 years previously. Lot knew this and reasoned that Tzoar's measure of guilt was not full as yet. We also have a principle (Baba Kama 60) that once permission has been granted to the destructive angel to execute G'd's judgment, it does not really matter whether the measure of guilt is full. However, the angel Gabriel was then in a position to exercise some discretion. Lot was aware of this and appealed to Gabriel's discretionary powers. Lot left Tzoar as soon as possible because he was afraid that the time limit for the angel's discretionary power would elapse.
